Economy and finance ministry clarifies rent and pension support measures announced by PM

The leadership of the economy and finance ministry on Tuesday proceeded to give a detailed breakdown of the support measures for tenants and low-income pensioners, as well as an increase to the public investment programme budget, announced earlier by Prime Minister Kyriakos Mitsotakis, amounting to an estimated one billion euros.
"The primary surplus announced today acts as a secure starting point," Economy and Finance Minister Kyriakos Pierrakakis said, pointing out that Greece was among five Euro area countries that returned a net primary surplus. The factors contributing to Greece's overperformance, which significantly exceeded budget targets, included a clampdown on tax evasion, higher rates of growth and restriction of state spending, Pierrakakis said.
Regarding the individual measures announced by the prime minister, he clarified the following:

A. Rent rebates

This can be claimed for both a main residence and for student accommodation. The maximum amount for a main residence will be 800 euros, plus 50 euros for each dependent, and up to 800 for student accommodation.
The annual income criteria for eligibility are:
- Up to 20,000 euros for single-person households
- Up to 28,000 euros for couples without children
- Up to 28,000 euros plus 4,000 euros for each dependent child for families with children
- Up to 31,000 euros for single-parent household, plus 5,000 euros for each additional child after the first.
The minister said that 80% of households will be eligible for the rebate, with 1,188,000 potential beneficiaries based on the income tax declarations of 2024 (2023 income), while the total cost is calculated to be 230 million euros a year. He noted that this will also provide tax payers an incentive to declare the full amount of rent they pay this year, noting that the average declared rent is 255 euros a month.

B. Pensioners' income support

A flat amount of 250 euros will be paid to low-income pensioners by November 30 of every year, starting in 2025. Beneficiaries will include:
- Pensioners with an annual income of 14,000 euros of single-person households and 26,000 euros for couples, whose real estate assets must not exceed 200,000 euros for single-person households and 300,000 euros for couples. An estimated 1,150,000 pensioners, or 62% of the total, is expected to be eligible.
- Very elderly pensioners, numbering 34,357 persons
- People with disabilities, numbering 248,823

The total cost of the measure is estimated to be 360 million euros and to benefit 1,440,734 individuals.

C. Public Investment Programme

Referring to the 500-million-euro increase in the budget of the Public Investment Programme, Pierrakakis said that this will make Greece's public investment programme the largest implemented to date.
